GROSS INITIATIVE
AMA Victoria has been driving change
across a range of critical healthcare
issues. From tackling administrative
waste to pushing for fairer Ahpra
registration fees and stronger medical
input in health service reforms, our
focus remains clear: protecting the
profession and improving patient care.
In this issue of the Policy Desk, we
cover key updates, including payroll
tax changes for GPs, immunisation
policy, paediatric patient safety
initiatives, and the challenges facing
the rural GP workforce. We also
outline our advocacy on pharmacy
scope of practice, WorkSafe’s role in
hospital patient safety incidents, and
cannabis regulation- alongside other
pressing issues shaping Victoria’s
healthcare landscape.
Victorian healthcare is under constant
strain, with tight budgets and
overstretched resources. Every dollar
and moment should be spent where
it matters most - delivering patient
care. The Getting Rid of Stupid Stuff
(GROSS) Initiative is an internationally
recognised framework aimed at
identifying and eliminating redundant
administrative tasks that burden
healthcare workers. By removing
unnecessary bureaucracy, this initiative
improves morale, increases efficiency,
and redirects resources back to
patient care. AMAV has launched a
public petition calling on the Victorian
Government to implement GROSS
across all health services.

In December 2024, following sustained
advocacy from AMAV, Ahpra announced
moves towards a more equitable
registration fee structure. Key wins
include a 30% retrospective rebate for
practitioners on extended leave due to
legally protected attributes (such as
parental leave, carer responsibilities,
or disability), a review of practising vs
non-practising registration transitions,
